USGS: “Data, what data? I don’t see any data”?

Back in 2011, the Pavement Coating Technology Center (PCTC) issued a Freedom of Information Act (FOIA) request to the USGS for various emails, studies, data, etc from 2003 to present.  Current there are thousands of pages of various documentation that has been received.


It would seem that the USGS folks did not read the FOIA request too carefully.  The data that was received was from the time period 2008-2012.  Based on newspaper reports and internal City of Austin emails show that USGS was working with the City of Austinn as early as 2002.  Is USGS telling us that their was a five year gap in communication with regard to their study theory. That seems unlikely since the Austin press reported on the USGS sealer theory back in 2003-2005.  USGS also wrote an article that was published in 2005.
